    WASHINGTON (AP) -- Like twin Jacques Cousteaus of the political world, President Bush and Congress are probing the depths of public opinion polling as voters exasperated over Iraq, immigration and other issues give them strikingly low grades.

    In a remarkable span, the approval that people voice for the job Bush is doing has sunk to record lows for his presidency in the AP-Ipsos and other polls in recent weeks, dipping within sight of President Nixon's levels during Watergate. Ominously for Republicans hoping to hold the White House and recapture Congress next year, Bush's support has plunged among core GOP groups like evangelicals, and pivotal independent swing voters.

    Congress is doing about the same. Like Bush, lawmakers are winning approval by roughly three in 10. Such levels are significantly low for a president, and poor but less unusual for Congress.

    "The big thing would be the war," said independent Richard MacDonald, 56, a retired printer from Redding, Calif. "I don't think he knew what he got into when he got into it." As for Congress, MacDonald said, "It's just the same old same old with me. A lot of promises they don't keep."

    Bush was risking more unpopularity by commuting I. Lewis "Scooter" Libby's prison term in the CIA leak case, and his refusal to rule out a full pardon. Polls in March after the former White House aide's conviction showed two in three opposed to a pardon.

    The public's dissatisfaction may be more serious for Republicans because even though Bush cannot run again, he is the face of the GOP. He will remain that until his party picks its 2008 presidential nominee - and through the campaign if Democrats can keep him front and center.

    "Everything about this race will be about George Bush and the mess he left," Rep. Rahm Emanuel, D-Ill., a member of the House Democratic leadership, said about 2008. "He'll be on the ballot."

    Congress' numbers could signal danger for majority Democrats, since they echo the low ratings just before the GOP 1994 takeover of the House and Senate, and the Democratic capture of both chambers last November.

    But unlike the president, Congress usually has low approval ratings no matter which party is in control, and poor poll numbers have not always meant the majority party suffered on Election Day. Voters usually show more disdain for Congress as an institution than for their own representative - whom they pick.

    A majority in a CNN-Opinion Research Corp. survey in late June said Democratic control of Congress was good for the country. Yet only 42 percent approved of what Democratic leaders have done this year - when Democrats failed to force Bush to change policy on Iraq.

    Republican strategists hope the dim mood will help the GOP in congressional elections.

    "The voters voted for change and they expected change, and they see an institution still incapable of getting anything done," said GOP pollster Linda DiVall.

    The abysmal numbers are already affecting how Bush and Congress are governing and candidates' positioning for 2008.

    Last Thursday's Senate collapse of Bush's immigration bill showed anew how lawmakers feel free to ignore his agenda. Republican senators like Richard Lugar of Indiana and George Voinovich of Ohio have joined increasingly bipartisan calls for an Iraq troop withdrawal.

    This year's GOP presidential debates have seen former New York mayor Rudy Giuliani, Arizona Sen. John McCain and others criticize Bush or his administration for mishandling the war and other issues. Some Republican congressional candidates have not hesitated to distance themselves from Bush.

    "President Bush is my friend, and I don't always agree with my friends," said Sen. Gordon Smith, R-Ore., facing a tough re-election fight next year. "And on the issues of Iraq and immigration, I simply disagree with his approach."

    Bush's doleful numbers speak for themselves.

    In an early June AP-Ipsos poll, 32 percent approved of his work, tying his low in that survey. Other June polls in which he set or tied his personal worst included 27 percent by CBS News, 31 percent by Fox News-Opinion Dynamics, 32 percent by CNN-Opinion Research Corp. and 26 percent by Newsweek.

    The Gallup poll's lowest presidential approval rating was President Truman's 23 percent in 1951 and 1952 during the Korean war, compared with Nixon's 24 percent days before he resigned in August 1974. Bush notched the best ever, 90 percent days after the terrorist attacks of Sept. 11, 2001.

    The AP's June survey showed that compared with an AP exit poll of voters in November 2004, Bush's approval was down among swing voters. His support dropped from about half of independents to a fifth; from half to a third of Catholics; and from nearly half to a fifth of moderates.

    Among usually loyal GOP voters, his approval was down from about eight in 10 to roughly half of both conservatives and white evangelicals.

    Congress had a 35 percent approval rating in a May AP-Ipsos survey. Polls in June found 27 percent approval by CBS News, 25 percent by Newsweek and 24 percent by Gallup-USA Today.

    Congress' all-time Gallup low was 18 percent during a 1992 scandal over House post office transactions; its high was 84 percent just after Sept. 11.

    In the AP poll, lawmakers won approval from only about three in 10 midwesterners, independents and married people with children - pivotal groups both parties court aggressively.

    Moved to O-3 as dependent due to old 6 yr H1-B rule.
    O-3 9/2001 to 5/2006
    Stepped out of the US in May 2006
    The intention was to get a full 6 yr H1-B (decoupling didn't exist)

    Questions while applying for H1-B to reclaim reminder of 6 yrs in H1-B

    1) Can she apply for H1-B while she is in India?
    2) Can she enter the country as my dependant and work on approved H1-B?

    This is complicated. IF you are a citizen or if your wife has any US.S. citizen parents, she can file I-601 waiver application. But if your wife made unlawful entry , departed the U.S and reentered the U.S, then she is subjected to a permanent bar, and she cannot apply for a waiver for a period of 10 yrs. You need to consult a good attorney.

    I applied for I140 on January and receipt date is Jan 12 2007, I upgraded to PP during last days of June, and the receipt date for it was July 2nd and today i was checking the status, the status is showing a receipt date of July 5th, i called customer service center they say that receipt date is July 5th and this is not a premium case. I understand that they have temporarily suspended PP for 140, but even though my request for upgrade to PP was rejected, the receipt date should be still Jan 12 2007 or will they change it to latest date when request for PP upgrade was denied, anyone facing this issue?

    JUST AS she did on April 17, Sen. Dianne Feinstein (D-Calif.) went to the Senate floor to call for unanimous consent on a common-sense bill that would require candidates to file their campaign finance reports electronically. And just as he or she did on April 17, Sen. Ima Luddite (R-Who Knows Where) voiced opposition. This time the mouthpiece was Sen. Jim Bunning (R-Ky.). "On behalf of the Republican side," he said, "I object." We object to the obstruction.

    Honestly, what is the big deal here? Filing campaign finance reports electronically has been standard operating procedure for candidates for the House of Representatives and the White House for years -- as it has been for political parties, political action committees and "527" groups. Yet Senate candidates are still trudging down to the Senate Office of Public Records with paper copies of their reports, which are then passed along to the Federal Election Commission, which sends them to a vendor that punches in the information and zaps it back to the FEC electronically. That finally makes them widely available, sometimes too late for voters to see who's donating to whom and how the money is being spent. With this seeming fear of modernity, it's a wonder the Senate isn't calculating budgets with an abacus. Or is it a fear of disclosure?

    After the bill was blocked, Ms. Feinstein, chairman of the Senate Rules and Administration Committee, said, "It is very hard for me to understand who could oppose this and what their reason for opposing it could be." It is very hard for us, too. Sen. Luddite -- whoever he or she may be -- should come out of the shadows and explain the irrational fear that is keeping the Senate from joining the rest of us in the 21st century.     Sen. Anonymous struck again yesterday.

    The infamous unnamed senator (or senators) has for more than a week blocked passage of legislation that would require Senate candidates to file campaign finance reports electronically.

    Electronic filings would make the names of campaign donors readily available -- it's how members of the House and presidential candidates have been doing it for years. When Sen. Russell Feingold (D-Wis.) first brought the bill to the floor last week, though, he was told that an unnamed lawmaker objected.

    Long-standing Senate custom allows the objection of a single senator to stop a bill in its tracks -- it's known as a secret hold. A measure that passed the Senate earlier this year, and awaits a House vote, would eliminate the practice.

    The hold unleashed a torrent of activity on the Internet, as bloggers tried to flush out the identity of the senator responsible for the hold. But after an onslaught of phone calls to Senate offices, the bloggers have no answer. No one owned up to being the culprit.

    Yesterday, the bill's sponsor tried again. And again, the Republican floor leader objected. A spokesman for Senate Minority Leader Mitch McConnell (R-Ky.) said he is sure the name of the secret senator is known "in the cloakroom," but he said that misses the point.

    "A hold can't stop something from coming to the floor," Don Stewart said. "It can only stop it from being pushed through without a full and open debate on the bill."

    That's true -- sponsors had been trying to pass the bill by unanimous consent, which does not permit amendment or debate. But Feingold told the liberal blog Daily Kos that the path was typical for a bill with 35 bipartisan co-sponsors that did not elicit a single objection in committee.

    Writing on the blog yesterday, Feingold said: "The fact is that someone anonymously blocked the bill, . . . that person has made no effort to resolve his or her concerns with us, and the Republican leadership won't even tell us who that person is."

    I am on H1B all these days and my company wants me to mandatory move to EAD. (no option here). I also had my H1B approved for an other 3 years.
    1) Is it a good idea to move on EAD now.
    2)Its been close to 6 years on my H1 but I still have 8 months left on the initial 6 years. Can i use the left out period on H1B later.
    3)Now that I am on EAD, if i need to move my employer, can I invoke the AC21. if yes what should I do... do i just need to resign at the current place and join at the company b.
    4)If I move out of my current employer,Can my employer revoke the I140, considering that its already been more than 180days since approved.

    Note: I have my 485 pending and 140 approved in April 2008 and I am a July 2007 filer with a priority date of June 24th 2007.

    On Aug. 13, 2010, President Obama signed into law Public Law 111-230, which requires the submission of an additional $2000 for certain H-1B petitions and $2250 for certain L-1 petitions. Those who are subject to the additional fees include petitioners who employ 50 or more U.S. employees and more than 50 percent of its U.S. employees are in H-1B or L status (including L-1A, L-1B and L-2). For example, ABC company has 60 employees and has 35 employees in H-1B and L-1 status. ABC Company would be required to pay the additional fee for all new H-1B and L-1 petition filings. Extension of status petitions are not subject to the additional fee. The new fees are effective immediately, applying to all petitions submitted on or after Aug. 14, 2010 through Sept. 20, 2014.

The latest contentious debate, as the New York Times reports, revolves around a slew of issues. Among these is whether unauthorized migrants -- who will be subject to the mandate that all purchase health insurance -- will be allowed to use their own money to buy coverage from the public exchanges. Another is whether uninsured legal immigrants -- who must also buy their own insurance -- will be barred from insurance-premium subsidies until long waiting periods have elapsed....
